The BOV leaks extra pressure and allows the turbo to stay spinning faster, so its ready for boost the next time you open the throttle. It also acts as a safety. No load on the engine, no need for boost. If the boost solenoid kicks in w/o any load, the frigg'n thing would redline and blow up. The engine responds so fast to the throttle input that there is no time to boost. Put a 300 lb flywheel on it, and then you would see the turbo needing to kick in. P.S. Answer (1 of 7): Simple answer is yes. Turbos work at idle and at a predetermined rpm, they produce enough air flow to overcome the vacuum of the engine, thus producing 'boost'. This is usually referd to as spooling up the turbo. A turbo is an addition to automobiles to increase the horsepower o. Fired the car up, took it for a gentle spin and straight away the power was awesome, turbo doing its job but obvious overboost as there wasnt a valve in place to regulate the pressure/boost. I ordered a new valve (attached) from Mini and replaced the old one. Connected everything back up as normal, took the car for a drive and still no boost!. If you don't hear it spinning under load, then it might be an exhaust leak (usually easy to hear). If neither of those seems to be the problem, pull the intake to the turbo and see if it's spinning freely without too much endplay (takes 5 minutes to check this). If that all seems fine, then it's time to take a look at the wastegate.
